I'm not sure I'm on the correct question, but does this article discuss
what you're seeking?

Recap: The tiny Macromedia Flash Player does not include raw image import
filters like the larger Shockwave Player does... we can bring in arbitrary
SWFs at runtime, but not JPGs or other files.
