I am not sure what your specific problem is...Bitmaps don't scale well,
period, let alone the rough edges. I would never scale a bitmap without
some really good reason like wanting pixelization. If you are looking for a
way to create an image that scales well.....

The answer has a lot more to do with futzing with the images and fitting the
technique to the project at hand, but generally speaking I would trace the
bitmaps (in Flash or Corel, etc) and then optimize them or smooth them until
the "edges" are gone. Generally, I would never use a Gif to do this. You
can cut apart any bitmap in Flash with precision, so unless you are getting
some great result, I would avoid gifs. (better than a huge, uncompressed
format that can be imported into Flash...which is doubtful. Remember that
the image will be turned into a vector so it doesn't matter what it starts
out as) If that doesn't remove the problem then I would start from scratch
and trace them in Flash....draw a vector image on top of the bitmap. I have
never traced a bitmap and optimized it with such detail that I have edges
remaining. This has more to do with the fact that file size tends to get
out of hand at that point. Vectors can easily get out of hand file size
wise.

I would definitely think of the problem as being a part of manipulating the
resulting vectors more than the preceding bitmap. I would shy away from the
techniques (tending towards over-sharpening contrast) that will create the
distinct edges in the bitmap for the vectors to recreate, but there may be a
better answer to your specific project.
