this is certainly true, but you can also increase the compression amount for
the smaller versions and retain the ability to scale up if you had to. I
usually bring in my images slightly larger than I need them. scaling them
down a bit tends to make them a little sharper and is safer then scaling up
with pixelization. But any lare size variations should be dealt with in an
image editor and reimported, I agree.

A quick little test would have given you the answer. If you 'break apart' a
bitmap in Flash it still is 'connected' to the original
bitmap in the library. So your assumption that it exports the smaller
version is wrong I'm afraid.
Try this:
Import a bitmap 640x480 (PNG 32bit) - put it on stage, break apart and
export --> I had a 44.5 kB movie
Same bitmap 640x480 (PNG 32bit) - put on stage, break apart and resize to
50x37 (approx) and export --> 44.5 kB movie
Same bitmap, resized in Fireworks to 320x140 (PNG 32 bit) - put on stage,
break apart and export --> 16 kB movie
