Yes, it does. But it doesn't support the JavaScript: protocol when
called from a plugin such as Flash and it returns an error.

IE 3 does support page anchors, not possitive about that particular
syntax above.
However Flash has a lot of trouble passing Anchors to HTML. We are in
the process of reinvestigating this.
