This is not practical or even a good idea. If you want this
functionallity then use Movie Clips. Movies loaded by Load Movie are not
children of the Movie that loaded them or the main movie. Though all
Load movies share some of the same characteristics (background color,
fps, etc) they each are completely independent.

Often this is useful. How about a preference control that would retain
old name, use new name, or have popup box with choice.

This is not only not a useful feature but it is a dangerous one. Why?
1) Layers cost nothing in Flash.
2) Separating elements is often more efficient byte wise.
3) It is rare that combining drawn elements into a single layer will
reduce file size, in fact it is often the reverse.
4) Tweens must be kept separate otherwise they are unlikely to work.

Layers cost nothing so this is not important though it is not a problem.

There is no doubt about this.
