There is an AutoTrace function (check Help) which may or may not do what you
want. Unless you get the settings just right, you will most probably end up
with a file that is considerably more complex (translates to slower action)
than the original bitmap.

Manually tracing consists of putting your bitmapped image on a layer, locking
it, and on a layer (or multiple layers) above it, use the pencil tool to
manually create the shapes, filling as needed. Often, filling is best left to
last, so you can see what you are doing the whole time.
