it sounds as if you're trying to make a button just by selecting a graphic
symbol and setting its instance behavior to Button. Instead you should
create a new symbol defined as a button. You can put the graphic inside it
and use it to trace a solid fill for the Hit frame. ELiminate all other
graphics from that frame. If you eliminate all graphics from Up, Over, and
Down, the button will be invisible.
In your case, start backwards: copy the diagram to a new layer. Break it
apart so it's not a symbol. Select each part and use F8 to make it a
button. Then edit the button so it has only the hit area. Now it's
invisible and overlays the diagram. This won't work if the diagram's a
photo, but you can trace it in that case.
