Hi Sarah,
Are you using the USB keybaord, or an ADB version?
If USB, do you have all the proper USB extents and Input Sprockets
enabled?
Do you have a graphics pad, or additional input peripheral (mouse,
trackball, etc) in which you might have accidently remapped your FKeys
away from Flash?
Are you on a G3 or a G4? If a G4, have you used the Keyboard control
panel to remap your Fkeys for other functions?
Try this:
Open your Extensions Manager, save your current set to a name you can
remember, then reset to Mac OS ALL, and Restart. Launch and test your
FKeys in Flash.
Does this cure your issues?
SIDENOTE: Since you are (I think) new to Macs, I want to stress that the
commonly-known method of Rebuilding the Desktop (Restart-Command-Option)
is *dangerous* and *wrong* (yes, I know that's how it says to do it in
the halp manual, it's wrong and will be corrected soon).
You need to use a special extension set to properly Rebuild the DT, or
use a utility to do it safely. It is also imperitive that you verify your
Directory Structure (using Disk First Aid v8.5.5 or DiskWarrior 1.1, etc)
*before* you Rebuild the DT.
Unless you know you did it correctly, I *strongly* advise you redo it
*immediately*, else you may suffer data loss or other damage.
