FLASH: opening pop-up qwindow from flash

Dear Flasher..I am tryigng to open netscape pop up-window from flash..without menu bar, tollbar etc...which is embeded in frame...the window that I am calling itself is frame....which I am trying to call as pop up....sometimes it works and sometimes and not.....kind of of bug....any one had same experience?
