You had it right. The caveats are referring to the case of text fields
(rather than standard flash text) that the user has not included font
outlines for, and the system fonts _sans, _serif, _typewriter, which
the swf gets from the clients machine. Otherwise, font outlines _are_
included in the swf (but not in the fla), as you surmised.
I too wish flash would allow small fonts (w/outlines) w/o
anti-aliasing, as small fonts anti-aliased at 72dpi are pretty much
blurred. Non-serif (chicago, arial) fonts are better than serif fonts
for showing up at small sizes, though ugly....if you use the _* fonts
or fields w/o outlines for small text, leave space in the field/design
for variation in font size (as with standard html)...
