FreeHand. Or Illustrator, etc. No wrap-to-curve in Flash.
FreeHand is a very cool drawing tool for Flash; you can create animations (via
blends, or a series of rotations as you describe above), and then export them
directly to Flash (as swf's). This process even assigns symbols intelligently.
