No, and this is a prime argument for not using Load Movie unless necessary.

No. But you could use it as an independent .swf and reuse it as needed. Or 

put it in Level0 movie and use TellTarget to play it as needed.

Best reason for Load Movie is if there are large segments of content that 

the user may or may not request, and when they are requested it is in 

unpredicatable order. In that case, one thing to consider is how not to 

duplicate symbols among different movies. For instance, your background 

could be a symbol in the level0 movie and could be made to display (using 

tellTarget) in Level0 as a backdrop for other higher level movies, so that 

you wouldn't have to duplicate it in those higher level movies.
