Have them start with a few blank frames, the last of them having a Stop
action. Then use TellTarget to make it play when you need it.

Yes. A good reason not to use LoadMovie unless you really need to. Or
construct the movies so they don't duplicate graphics but are used in
combination to display graphics as needed.
