yes, make an invisible button.
Easy way:
- add top layer to movie;
- draw a rectangular fill (no outline) and select it;
- use align (ctrl-k) to center it both ways and match the dimesions to
the page;
- hit F8, make it a button symbol;
- edit the button so the rectangle appears only in the Hit frame, nowhere
else;
- on stage, double-click the invisible button (which will have a light
cyan tint but won't show in the exported movie);
- assign the button a Get URL action.
