Hi,
Flash is doing just what it should do. Streaming means that it starts
playing at the beginning and loads as it plays. You can't go to a
frame until it is loaded. You can use a preloader so that the movie
doesn't start playing until essential elements are loaded. If you
have alot of large jpegs make each one a separate swf and use load
movie techniques, either in levels or target a movie clip if you are
using V4.
