Very hard to know without more information. Maybe you can post the zipped
.fla on an ftp server and send the URL to the group?
Some hunches: do you have buttons inside the buttons? That's a no-no. Do
you have keyframes in the timeline layers where the buttons appear? Maybe
the buttons in the later keyframes have their behavior set to something
other than button (graphic or movie clip). Are the rollover effects built
into the buttons, or are they movie clips that are outside the button? If
they are movie clips outside the button, make sure they have their own
timelines and that you haven't inserted extra keyframes, which makes them
lose their instance names. Without instance names they cannot be
TellTargeted by the button.
