James,
I work with this on a almost daily basis, however, I have NOT come across
this problem as a repeated problem.
Fair enough, sometimes your connection to the server slows down, and you
loose connection and the download stalls, but this should NOT happen every
time. If it does, please do as follows:
1. Test of your internet connection.
Look at this site - www.networkphotographers.com - my client site, where
most features and portfolios are around 300 - 350 K.
If you experience stalls there as well, then you should change your ISP !!
(It's not foolproof, but it has worked fine since September 2000, and no
stalled downloads has been encountered on a serious basis.)
2. Test of your host web server.
If you past test one, then you should upload the file on another web server,
and then test both of them from different computers (or with cleared browser
cache).
If this test works on the new server, but NOT on the old server, then you
should obviously get rid of the old server since it seems pretty useless.
My understanding of web servers (anyone with greater knowledge, please
correct me) is that a web server tries to complete a request as quickly as
possible and therefore - on a general load - pumps out as much data as your
browser /internet connection can manage.
3. Problem with movie.
If you past test one, but not test two, then your problem is with the file.
You should therefore look through it carefully, and if possible rebuild it
in a clean file. (F4 could sometimes leave a deleted action still in the
file as far as I could work out when still using F4 (rarely happened, but
was my only explanation) )
I hope that should have answered your questions and concerns.

Subject: [flasher] Stalling in Download
A client asked me to create a Flash movie that included several vector text
screens and bitmap jpegs. I used Flash 4.
Due to the bitmaps, it's a pretty hefty 216K movie. Occasionally the movie
stalls in the download and doesn't complete. (It appears that the download
streaming stops and will not restart.)
I found that if I brought the jpegs into Flash at too low a file size they
looked
blurry after compression in Flash. (The jpeg compression setting was at 50
in
the Flash exporter.)
Other than tossing out a bunch of the jpegs, any other suggestions on
preventing
a movie like this from stalling?
Also, is stalling a result of file size per se or that the server may have
been
too busy with this streaming demand, went on to other downloads and never
returned?
Thanks!
