It could be simpler. In Scene 1, leave about 6 empty frames before you
start the animation.
In the first frame add your looping sound track.
At the end of the 3rd scene place a keyframe action "stop all sounds" and
then another keyframe right
after with an action "goto and play" scene 1 frame= ?(where ever the
animation starts. frame 4,5 etc.)
This way it replays the animation in scene 1 and skips the looping sound
keyframe the second time.
No need to add extra scene, Just an extra action keyframe.
Keep it as simple as possible and your work and time will be more
efficient. In Flash
there several different roads to one conclusion. Spend more time in the
design and efficiency
than actual application and you wont work as hard. Of course this was a
very small example.
