Hi Matthew,
Unfortunately, your answer is that BACKGROUND="yourimage.gif" is only
supported by IE. Navigator never implemented it, and it was never part
of the HTML 3.2 or 4.0 DTD...
You have at least two other approaches though:
1) Use layers in Nav. You'd have to do it carefully so the page is
backwards compatible.
2) Make both your graphic and your text part of the same image. Not
really a best practise, but it would/could do the trick.
