Hey Marc,
When designing a site for a client, I typically try to avoid
frames unless I can think of a reason to include them. Good uses are:
1. Navigation. Sometimes a navigation frame along the top or
side of your site can add to its functionality. It's up to the client
(it always is, isn't it?), but I generally recommend that a form of the
navigation be included on each page, regardless of whether or not a frame
is used.
2. Advertising.... this might be a controversial issue, but
sometimes frames are a nice way of including a rotating advertisement on
your page. A small frame (lets say 40 pixels, for instance) that
refreshes itself after 30 seconds or so with a new ad might be an
alternative to a server push solution.
3. "Immutable features" - this is pretty close to the
navigation issue, but you might want to use a single, narrow frame (10
pixels or so) along the bottom as a way to get back to the front. It
might contain a link to the main page, as well as email contacts.
Regardless of how you do it, if you use frames you will probably
offend some people and receive kudos from others. It's all about using
the best tool for the job. Just make sure that your site actually
benefits from the added technology, rather than just becoming a burden
with it.
Oh. And if you link to external pages, make sure they open full
browser, or in a new window altogether. Framing someone else's site with
your frameset looks terrible.

I'm asking this because my employers site is undergoing a major face lift and I'm trying to build a site that the majority of users can visit. I've started out using frames but find myself asking whether it is the right way to go.
