Depending what graphics program you work in. If you create and image with a
transparentbackground and save it as png, then import it into Flash, flash will
read the transparency and only
the image will appear. If you save it as jpg or bmp and then import it into
flash, flash will read the
existing BG color and therfore you wont have a transparent background.

As far as the way Flash exports it I always thought that any graphics where
exported as
a jpg. But somehow if the original imported graphic was png then it keeps the
size of the
alpha. Kinda like if I where to paint an image on acetate and mail it to you,
I would have to pay the postage for the weight of the transparency too, even
though you couldnt
see it.

The way flash exports is still part of a mystery to me.

Evidently it doesnt work thata way.
