We are not normally in that business.  We do commercials, videos, that sort of thing.  Our parent company, ZAP Electronics, sells pagers, car stereos, and cell phones.  I personally am the webmaster.  Basically, I am looking for the least expensive option.  I have heard that Director costs upwards of $900.  BTW, I'm not managing the business, just trying to save it some money, which I am sure my boss would appreciate greatly.

If your developing CD-rom applications and cant afford Dir6, your not managing your business very effectively, IMHO.
Its not expensive at all.
Even the smallest of projects should pay for several copies.

Most Interactive CD developers at least have it on their shelves.
 

 
As for flash, How do I avoid the problems associated with people not
having the plugin/viewer?

Convert swf into exe by creating projector file. Wala, no need for License fee

or stand alone player.
