A Long time ago, all the soundblaster boards were equipped with
speech-sinthetyzers (sp?). It was proposed as a add-on for games and
softwares, but the only software that worked with those chips were the
ones Creative supplied with the board. I don't know if the more modern
boards still have the speech capability.
If it's there, to convert speech-to-wave is a very easy task.
