This depends on which template you select in
File > Publish Settings > HTML > Template
and not whether you export as Flash 3 or Flash 4.

For Flash 3 change to:
> swflash.cab#version=3,0,0,0"

Most of MM Flash support know about this, or should.
You can change this code from 4 to 3, so that your Win IE Flash 3
visitors aren't forced into getting Flash 4 when your page only uses
Flash 3.

There is at least one supplied Publish template that is already set for
Flash 3 and it is called 'Flash 3 with image'.

You can (and should) modify or create a new template to meet any special
and regular needs you have.

Next week, I will start supplying instructions on modifying templates
plus I have some more templates that will be available from FC to help
make creating the HTML for Flash much easier.
