Yes FSCommand for Flash 3+
In Flash 4 there is a built in timer function which keeps accurate
relative time, perfect for counters.

The timer in my tutorial is free running and not accurate. in Flash 3
you need to tie the timing to the system clock with JavaScript and
FSCommand to make an accurate Clock or timer. This is covered in part 2
of the Clock tutorial.
