FLASH: basic problem with actions (newbie)

Hi, I'm just learning Flash 4 (for mac) using one of the Visual 

Quickstart Guides, and I came upon the first example of using actions.


It's a simple 2 scene movie, with each scene consisting of 2 layers 

and 5 frames.  One layer in each scene is for content, and the other 

is for actions.


The goal is to use a Go To action to jump from scene 1, frame 1 to 

scene 2, frame 1, and then continue to the end.


I set it up exactly like the book said, and I also made sure "enable 

frame actions" was checked.  However, the program is ignoring the 

action and running right through all 10 frames.


Can anyone tell me what I'm doing wrong?
