I don't think that the Fireworks "Export Special" options are exposed to
JavaScript, like the regular Fireworks export options are.
I know that Macromedia Generator and Director both access arbitrary
pixel-based file formats at delivery time, but I don't recall a way to
quickly wrap hundreds of JPGs in separate SWF wrappers, sorry. You might
consider hitting the links at some of the repositories... people have done
a lot with the SWF file format, and there may very well be a utility which
does this.
(Hmm, you might even be able to batch this out in the 30-day trial version
of Macromedia Generator, Developer Edition... would be worth a check.)
