How are you testing this? are you simply hitting the play button so you can
still see the frames? if so, i dont think flash will jump to the next scene.
try clicking on Test Movie instead...

If you are using Test Movie instead of the play button, then try putting a
blank keyframe in Scene 1 Frame 1, and moving everything over one frame... so
now your old frame 1 would actually be frame 2 in scene 1. sometimes this
helps me depending on the actions i am trying to tell it to do.

I may be wrong on all of this, but thats all i can figure out without seeing
anything and using your description.
