Todd,

First of all, make sure you have something in scene 2, frame 1
(anything) so you know when you're there. Also put a Stop action in
that frame, so the movie stops when it gets there and doesn't fly right
by so you don't even know if it got there. And third, use Control, Test
Movie to check it. Clicking the play button in the controller won't
execute the frame action.

If all that doesn't help, I don't know what else to try. (Oh, make sure
you aren't goto'ing a label that doesn't exist too -- just use scene 2,
frame 1 to test).
