If I understand your question ( I'm new to Flash) , you just want to load
a bunch of jpgs into Flash and then "trace bitmap" each one so that you can
save it as a swf.
If that is correct, then the solution is to download kvec.exe or one of
several other programs that will convert bitmaps to eps or ai.

Flash will load all the ai's at once and then you have a fully loaded fla.
Believe me, after doing 240 bitmaps by hand, I'll never do that again!
I tried kvec and the ai's worked fine. The eps did not work - not sure why.
It has a bunch of switches that will change it's behavior.
kvec is a dos program so you have to generate a bat file to run the program
for each file if you want to do a batch . I haven't got that part working
yet, but if was easy to hand make a bat file for twenty bitmaps. I was
hoping to use perl to call the kvec for hundreds of bitmaps in a batch.
Still working on that part of it.
