The Macromedia site has a great solution for this. In a nutshell:

1. Create a 8x8 pixel movie in flash with 2 frames.
2. Add a Get URL action to frame 2 which redirects to the flash.html
3. Publish as swf/html. This is your index.html. Call the swf whatever you want.
4. Add in a Meta tag to index.html: <META HTTP-EQUIV="Refresh" CONTENT="3; URL=noflash.html">
5. The "content" variable in Step 4 sets the number of seconds before the brower auto-redirects to "noflash.html" (in this case 3 seconds) Make it whatever you want. (The Meta tag goes inside the <HEAD></HEAD> tag.)
6. The effect is that index.html will start a timer of whatever length you wish, and during that time attempt to run the test swf. If the swf runs, the browser will instantly forward to the flash-enabled html. If not, the browser will alert you that you need a plug-in and then autoforward to the plain-jane html.
