Nope, that is what is so strange. There is only one keyframe and no tweening on that layer. That is why the MM technote seems unrelated.
When the .swf is embedded in an html file and viewed in PC IE (so far the phenomenon occurs only in PC IE) it shifts over while the movie is idle. You can see it just pop over. And it is not playing at the time. Weird!
