Hi Travis,
Scaling a BMP to larger than it's original size will pixelate horribly . . .
Movies with BMPs should not be set to scale at 100% for that very reason
There are no set rules for BMP's. Except Trial and Error. There are probably
1,000,000 combinations you can try and in the process find a solution fairly
quick (hopefully).
Flash is expert at rendering vector. BMP's are not the forte.
Try bringing it in as a larger size and then reducing it. Definately convert
to symbol first before animating it . . . why? idunno ;)
See what happens to the file size if you trace bitmap on it . . then try
your animation.
Use fireworks to convert to png format. Then import that . . .
Copy/Paste it from photoshop . . .
Goto MM support for info on BMPs. Not much there though.
It would be nice to see a trial and error Whitepaper for BMPs.
Goto http://i-technica.com/flashlist/ and type BMP or Bitmap in the search .
. .
Another option is . . . don't use BMPs - probably not a viable solution
though ;)
There are no set rules for BMP's. Except Trial and Error.
good luck . . .

I know this question has come up before (and probably has an
embarassingly easy fix)...but I'm at a loss for an answer. I've got a
bitmap that scales and rotates on a mouseover...and of course gets to
be pretty jagged in the process. Is there a certain percentage i
should be rotating it or scaling it?
