There was a long description, but I'm not sure what the question is....

If this is "Do content-substitution scripts usually work in IE/Win?" then
no, not usually, because the OBJECT tag already specifies an auto-download.
To defeat that you'd have to do a dynamic document.write of the OBJECT tag,
only showing it if a VBScript CreateObject() test returns TRUE. Most of the
readymade routines I've seen out there don't opt for that, and instead just
let the OBJECT tag do its thing.

I may have pulled the wrong question from the description, though.

High-level: With over 75% of the web public being able to view Flash 4
content, the odds are strong that most rich-media audiences are already on
the majority end of that curve. JavaScript detection routines are still
useful for some of the other players, but Flash is the majority condition
these days... might as well just show the content with a "can't see it"
link nearby. Your call, though.
