These are the general steps. At what point does this break down when you
try it?

1) From the File menu, choose Import.

2) In the Import dialog, locate the wav on your hard drive, Add it, and
click Import.

3) From the *Window* menu, choose Library. (Ignore the *Libraries*
menu.)

4) You should see the wav file, marked by the little sound icon, in your
library. The filename can be dragged to a keyframe.

Or

5) In the Frame Inspector for the keyframe where you want your sound,
select the Sounds tab. There is a popup menu labelled Sound and your wav
should be a selectable item in that menu.

Is this what you were trying to do?
