Yeah, that's what I'd like to do, but nothing seems to be highlighted in
the Library tab when I open it (same with Modify/frames/etc.). Nothing I do
makes the tab in the library I'm using, or the sound library to be
highlighted.

I can make Flash's sounds work from the Library, but I'm not fond of them.
