Not if you want them to work.

You can create menus that work the same using Flash 3 technology, it is
though not quite as easy (as you and others have mentioned).
The Flash 4 example is the same as the Flash 3 one:
Help > Samples > Hierarchical.fla

To get a better understanding of button assemblies you might try:

This was made before MC (movie clips) so it doesn't show combining these
basic menu types with movie clips.
