Even so, if he did do that how did he get it so it had a perfect tail that went from big to small as he moved and the animation changed.

Would anyone have an example of how this is done?

Hi Danny,
        I believe this was done using many instances of a button containing a
movie clip that has  a globe with a fade in fade out tween. The many
instances of this button were empty in the up state of the button. The
tween is placed in the over frame of the button and plays on mouse over.
The button instances were placed in an over-lapping grid so that no
matter where your mouse cursor travels within the movie stage it will
trigger one or more of the button animations.
