make a movie clip that's blank in the first frame, with a stop action. Put
an invisible button over it (one that has a rectangular hit area but no
content in the Up, Over, or Down frames). Give the button the actions On
Mouse Rollover Play, On Mouse Rollout Play. In the following frames of the
movie clip, create an expanding circular gradient such as the effect you
see at Kimball, or whatever effect you like.

Take this movie clip and blanket the stage with it so that the hit areas of
the buttons tile the stage.

When the user mouses over any movie clip, the effect will play. Complex
effects will slow down playback.
