The only thing I can think of (I'm fairly new to Flash too) is to make sure
that each of the graphics that should be working as buttons ARE actually
buttons.
Say you create a graphic, add ten key frames, and change the graphic on the
first frame to be a button, this won't change all the rest of the same
graphic into a button. In the other nine key frames it's still just a
graphic.

The easiest way to tell is just douple click on the graphic that's supposed
to be a button on each KEYframe in which it appears. If it is a button, or a
symbol, you'll get a properties box. Check the Definition tab to see what it
is... if you don't get a properties box - it's not a symbol / button.
