if im correct in what you are talking about, you have to put the margin
width margin height tags in the body of the HTML.
should look like this:
<BODY BGCOLOR="#000000" topmargin="0" leftmargin="0" marginheight="0"
marginwidth="0">

that covers both netscape and IE.
