This is always a hot topic. The general consensus is that the FLA is
artistic property and should not be handed over unless specified in the
contract. If you do hand over the FLA make sure you get paid extra for it (a
lot extra).

I am currently in a situation where the client provides me a Freehand file
containing all of the graphics and I simply build the Flash and animate it.
In this case the art was not mine to begin with, so I don't have an issue
with handing over the FLA to the client.
