I've used Flash on both platforms and prefer to develop on the Mac.
Superior fonts management (ATM, ATR), faster CPU (G4), and a personal
preference for the Mac interface are my main reasons. Since Flash 4.0a
came out I've had no stability problems on my Mac.
I really think it just comes down to your preference. Performance-wise, I
don't see any differences. But that's just based on personal use.
