Natalia,

You need to make your rectangles into movie clips, and use the 'duplicate
move clip' action. Put a button in each movie clip with an action to
duplicate the clip on rollover to a level higher than the other two (you'll
need to use a variable for the level and increase its value each time to
guarantee that the new duplicate is always put on top).

Since you're not trying to let users drag the objects around, there's no
need to remove the old clips (although keep in mind that if you're using
alpha on the rectangles then the rectangles will get increasingly less
transparent as the copies pile up -- so if you want to use transparency you
WILL need to remove the old copies). If you're removing the old copies, keep
in mind that you can't remove the originals so you'll just turn visibility
off on the originals to hide them.
