Hi and welcome to the list.
Unfortunately, you can not change the frame rate in the middle of a movie,
and any movies loaded on top of the level 0 movie take on the
characteristics of that level 0 movie, specifically stage size and fps.
The best way to accomplish what you are trying to do is by using keyframes.
