Depends on your cpu and how much it can handle. Some will play the 12 fps,
some won't if they can't handle it.

Why if I setup my movie to 12fps (FRAMES per SECOND) when I play it I see 3
to 4 frames per second?

it's a way to setup the frames in REAL seconds like in director?
