Ricardo,

Flash will try to play your movie at the framerate you specify, but it is
limited by processor power. There are many factors which may make your movie
slow down: lots of bitmaps, complex tweens, use of alpha transparency, sound,
larger display size, etc.

If your movie is having trouble playing at 12fps (and slowing down to 3-4fps)
on your target machine you probably need to do a lot of optimization and/or
re-working of your movie.
