What I've done is export the movie to AVI or Quicktime, then it basically
always runs at the speed it was intended. This is, however, not too
practical for web-based animations, and after that point it's essentially no
longer Flash.. but I've used is for videos and animated intros.

Why if I setup my movie to 12fps (FRAMES per SECOND) when I play it I see 3
to 4 frames per second?

it's a way to setup the frames in REAL seconds like in director?
