The browsers don't tend to do that themselves, so it seems like you'd need
some type of common extension to the various browsers.

IBM has set up the HotMedia extensions so that it can be autoinstalled to
the Shockwave Player. This week MGI (successor to LivePicture?) announced
that they're creating a similar autoinstallable Xtra for Shockwave. If your
audience has the QuickTime system extensions installed then this can also
be run through the Shockwave Player and the autoinstallable QuickTime Xtra.

Otherwise it looks like you're working with some manual simulation of a
navigable panorama, or direct installation of an unusual player into the
browser. Do you see other ways to achieve navigable panoramas in unenhanced
browsers...?
