As far as I am aware Neil, Flash offers no control over the
precedence of externally loaded SWF files. The best approach
is probably to load each one in a separate loop, checking for
60 frames to load in the first, then triggering the second Load,
etc... but there is no foolproof way of loading a small chunk
of several files while preventing the entire file from loading
and thus clogging your bandwidth.
